BYLAWS
of the
Santa Cruz County Amateur Radio Club

ARTICLE I. NAME: The name of this Club shall be the Santa Cruz County Amateur Radio Club.


ARTICLE II. OBJECT: The object of this Club shall be to promote amateur radio by:
(1) Increasing knowledge,
(2) Improving individual operating efficiency,
(3) Facilitating the exchange of information,
(4) Increasing general cooperation between members, and
(5) Strengthening the welfare of amateur radio in the general community.


ARTICLE III. MEMBERS:
Section 1. The Members of this Club shall be all persons interested in amateur radio who apply for membership.
Section 2. Applications for membership shall be submitted in writing to the Board.
Section 3. The annual dues shall be as set by the Board.
Section 4. Members over three months in arrears in the payment of dues shall be considered inactive, thereby relinquishing privileges in the Club.

ARTICLE IV. OFFICERS:
Section 1. The officers of this Club shall be a President, a Vice-President, a
Secretary, and a Treasurer.
Section 2. The officers shall perform the duties prescribed by these bylaws and by the parliamentary authority adopted by the Club.
Section 3. The officers shall be elected by ballot at the November meeting, their term of office shall begin at the December meeting, and they shall serve for one year.
Section 4. No Member shall hold more than one office at a time, and no Member shall be eligible to serve more than two consecutive terms in the same office.
Section 5. Vacancies occurring between elections shall be filled by appointment by the Board.

ARTICLE V. MEETINGS:
Section 1. The regular meetings of the Club shall be held the Third Friday of each month unless otherwise ordered by the Club or by the Board Section 2. Special meetings can be called by the President or by the Board, and shall be called upon the written request of one quarter of the Members of the Club.
Section 3. The purpose of the special meeting shall be stated in the call. Except in cases of emergency, at least ten days’ notice shall be given.
Section 4. Fifteen percent of the membership of the Club shall constitute a quorum.

ARTICLE VI. THE BOARD:
Section 1. The Board shall consist of seven Members: the four Officers, two
Members of the Board to be elected by ballot at the November meeting,
and the immediate Past-President of the Club.
Section 2. The members of the Board shall be elected by ballot at the November meeting, and their term of office shall begin at the December meeting, and they shall serve for one year.
Section 3. The Board shall:
(1) Conduct, manage and control the affairs of the Club,
(2) Make rules and regulations,
(3) Fix the hour and place of meetings,
(4) Make recommendations to the Club, and
(5) Perform such other duties as are specified in these bylaws.
Section 4. Unless otherwise ordered by the Board, regular meetings of the Board shall be held each month.
Section 5. Special meetings of the Board can be called by the President, and shall be called upon the written request of four members of the Board.
Section 6. The Board shall be subject to the orders of the Club, and none of the Board’s acts shall conflict with action taken by the Club.
Section 7. Four members of the Board shall be a quorum.

ARTICLE VII. COMMITTEES:
Section 1. Committees, standing or special, shall be appointed by the President and approved by the Board.
Section 2. The number of members of a committee shall be as recommended by the President and approved by the Board.
Section 3. The President shall be ex officio a member of all committees except the Nominating Committee.
Section 4. Standing committees shall be:

(1) Training: responsible for providing leadership in increasing and
improving Members’ knowledge of, skills in, and attitudes toward,
amateur radio.
(2) Program and Entertainment: responsible for obtaining speakers,
demonstrations, exhibits, drills, and other such events which shall
contribute to the Object of the Club.
(3) Emergency Coordination: provided by each of two groups, each within
its service area: Santa Cruz ARES and South Santa Cruz County
ARES. Each of these two groups is an affiliate of SCCARC and is
responsible, within its service area for:
(a) Designating and training both individual Members and Club Teams
equipped and ready to provide radio communications in a wide range of
emergencies, and:
(b) Establishing and maintaining cooperative planning and effective
liaison with all appropriate local government and non-government
emergency agencies.
(4) Repeater: responsible for maintaining and operating the Club’s
repeater.
(5) TVI: responsible for assisting members in resolving problems of
electronic interference.
(6) Greeters: responsible for:
(a) Seeking out newcomers to Club meetings;
(b) Welcoming them;
(c) Introducing them to Members with like interests;
(d) Introducing them to the Club membership;
(e) Providing them with information packets about the Club.
(7) Membership: responsible for maintaining and increasing membership.
(8) Publicity: responsible for preparing and distributing news reports and
features about the Club to area media.
(9) Newsletter: responsible for preparing and distributing to Members a
monthly newsletter.
(10) Refreshment: responsible for providing food and drink for Club
meetings.
(11) Nominating Committee: responsible for submitting to the Members
nominations for the various offices for which elections are held.

ARTICLE VIII. PARLIAMENTARY AUTHORITY:
The rules contained in the latest paperback edition of Robert’s Rules of Order (Newly
Revised), (currently 11th Edition, 2011) shall govern the Club in all cases to which they are applicable and in which they are not inconsistent with these bylaws and any special rules of order the Club may adopt.

ARTICLE IX. AMENDMENT OF BYLAWS:
These bylaws can be amended at any regular meeting of the
Club by a two-thirds vote, providing that the amendment has been
submitted in writing at the previous regular meeting.

Jan. 8, 1985: Revised per Board instructions.
Jan.25, 1985: Approved by Club.
July29, 1988: Amended Art. VII, Sec. 4(3), to affiliate ARES.
May26, 1989: Amended Art. III, Sec. 1, and Art. IV, Sec. 3(5), to
eliminate Board approval of members.
Aug.26,1994: Amended Art. VII, Sec. 4(3), to include South Santa Cruz
County ARES. (date of Club approval)
